I just upgraded from Yosemite to El Capitain. One thing I noticed that I hate is the translucent tool bar, for example in Safari. As I scroll a web page, I can see the toolbar darkening and lightening as different parts of the web page scroll under the tool bar. Is there a way to make this solid like it used to me? I've look in Safari Preferencea and the system preferences and can't find a way to do this. I hope it can be changed because I hate this translucent effect.
 
System Preferences > Accessibility > Display > Reduce transparency. It affects other parts of the UI as well but there isn't a way to disable just the Safari toolbar.
