If I understand correctly, as soon as I sign on with my Apple ID, it seems like all the photos and videos stored on the iCloud appear under the "Photos" section. I don't believe it's downloaded locally onto the phone, as it still shows 7GB out of 64GB used. What I want is there to be nothing under "Photos", as if it's a brand new phone with nothing in it, because all those photos on there makes it look cluttered and unwieldy. I want to be able to distinguish between photos that's already on the cloud, and photos that I've taken locally on this particular phone.

Would it be easier if I simply created a new Apple ID and started fresh?

I think you would have to turn off iCloud photo, and back up you new photos (if you want to) with a 3rd party app like Dropbox, etc., or just set up a new Apple ID like you said. I don’t think there is any other way around it.
