I partitioned an external hard drive on my mac pro. It had two sides to it, Drive1 and Drive2. When I plug it into my PC, only Drive1 comes up. How do i get drive2?

If you formatted that partition in the Mac OS Extended (HFS+) format, you will need an aftermarket utility like this to use that partition in Windows.

I used the MSI installer for bootcamp 5.1 for Windows 7x64 on my 3,1 to bypass the not supported dialog box and I notice not only is my OS X volume visible in Windows for read only but USB hfs+ drives also pop up read only too. Only yesterday I wanted to format a stick in Windows 7 had to use a Mac and DU to wipe it.

I have none of those NTFS or HFS drivers for each os like Paragon or Macdrive - too much pain in the past and I like them both mutually read only with an exFAT partition drive for r/w data exchange.
