So, I go to Verizon site and click preorder, select full price $699, then... I don't see how I can preorder just the device, without any service??? Heeeeeelp! :(

Can't do it on their website. By default the site attaches a plan. Then if you're like me and have unlimited data then it attaches a metered plan to boot.

Has to be done in person.

Either buy it from Amazon or wait until it's released. You won't be able to pre-order it without an account not even in person.

I was able to @ best buy. Issue being without a pre-order you lose the $200 rebate

So, ordering at best buy in person before the launch date is NOT considered to be "preordering"? I'm confused.

Yes, it's considered to be pre-ordering. My point was that I didn't need to tie it to an account to pre-order which Verizon requires online. And if you want to avail yourself of the $200 in any case the pre-order needs to exist.
