How to prevent "Live Photo" from always defaulting "On"

I was going to post this question earlier, couldn't find the answer in either the Camera app nor the Photos app.
Found this article in my emails today which answers my question, and it wasn't quite as intuitive as I expected, so posting it here too:

See that “button” in the upper right hand corner? Don’t recall when it was introduced but it’s a toggle for Live Photos on/off. I turned this to off a long time ago and never had it turn on Live Photos. This is the Camera app.

That's the button I'd turn off every time I opened the camera, mine did NOT stay turned off; the posted article finally showed me how to do it.
