How to prevent window showing up when an app is brought up in another window

Like this, if I switch the Mac to Safari, regardless of what the other screen is doing, Safari will pop up on that screen as well, which is pretty annoying.

This behavior also exists when the stage manager is turned on. So in summary this happens when full screen mode/stage manager is one.
