how to purchase app in japan app store if u're living outside japan

am trying to purchase a app only available in japan.
once i use a vpn to purchase using my ID , app store says the ID is only valid for purchase in the country i reside in.

You need a Japanese credit card or gift card, which you can use to create a Japanese account. You don't need a VPN.
