I dragged it to the External Drive and imported all my iPhone photos, but instead of importing to the Photos Library in the external drive, it imported it to the Photos Library in the internal drive. How can I make it export it to external?

How to put Photos Library in External Drive?

Bring up Photos while holding down the Option key. You then can select the library on the external drive and set that as the default library.
If you move your library to an external device make sure that that is always connected to your Mac, because every time when it’s not it will likely create a local photos library again.
