Would sliding a notification over reveal a reply option (if one is available from the app in question)?

It did in iOS9 and 8, in iOS10 beta 6 it doesn't.

Do you have preview enabled for the notification in question? What about reply with message enabled in the lock screen settings.

Answer to both questions is yes.
Is it only me missing this or is it entirely missing on all iphones without 3D touch?

When you slide a notification to the left and choose "View", doesn´t it opnen the quick-reply-window?

It does! I assumed it would open messages app. In iOS9 the button was called "reply" hence my confusion :)
Thanks for pointing me in the right direction.
