Having previously determined to wait out iOS 10 until most of the annoying bugs reported by others are ironed out in the next couple of "fix" releases, I was annoyed to see that this morning, along with the red badge on the Settings icon, iOS 10 update is already downloaded on both my iPad 4 and iPad Mini-R. For previous upgrades, I've been notified but the download hasn't already happened. In the case of the iPad 4, space is at a premium because of years of stuff already on the device. To be honest, I don't see iOS 10 as being especially crucial to these devices because of age (2012) and they're set up just the way I want. Personally, I find iOS 10 to be less attractive visually. YMMV, of course.

Any way to get rid of that downloaded space-filler, short of doing a restore? My iPhone 6S Plus hasn't been badged yet.

The download shows up in the settings app under storage > manage storage. Have you looked there?
