On Mac OS I can use QuickTime to play AV1 encoded videos on the laptop with the hardware AV1 decoder that is on the M3, M4 MacBooks for minimal CPU/power use.

How do you play videos stored on the M4 iPad Pro which also has the hardware AV1 decoder?
Can you open a file for playing with iOS Safari?

Or, is there a native app like QuickTime that plays a video stored on the iPad using the hardware AV1 decoder?

Directly into Files App… for me work.

Youtube App, VLC maybe

You can play AV1 files, but do these programs use the AV1 decoder on the M4 iPad Pro for low power consumption?
VLC on Mac does not. I had to use QuickTime or Apple TV. You can import using the Mac Apple TV app, but I don't know how to do it with the iOS apps.

Thank you. But for the price of the M4 iPad Pro (cellular) Apple should provide a means for local running of video stored on the unit. They do it for the Mac, but. AFIK, not for iOS.
In NYC, we often don't have cell service, eg, on subways for example, hence the need to Apple support video watching when off-line with downloaded AV1 video.

Infuse's pricing is steep but it's a good player and doesn't require internet connection to run. I am sure there are other options out there as well.

Not sure what the issue is here. I downloaded a test video into the Files native app and played it from there.

Yup, grabbed the 30mb bunny video download from the link in post 2 and tapped on it in Files app and it plays just fine from there on my iPad Mini 7.
