If watching a 60min youtube clip and say consume 100mb data (assuming no wifi), and if I speed up 2xspeed lasting 30min, will I save 50% data, meaning it consume only 50mb instead of 100mb.
 
No. You’re still getting the whole video. In theory they could make a system where you only get every second frame but the complexity of that and the hitching it could cause when going in and out of 2x playback makes it infeasible I think.

Best way to save data is to simply reduce the video quality
