I am running iOS 9 on my iPhone 6 Plus.

Is it possible to set up my passcode lock so that I only need to use it when I am outside my home? In other words, can I set it up so that there is no need for passcode to unlock my phone when I am at home connected to my home wireless network? It is similar to geofencing but not exactly based on location but to home network connection.
 
You'll need to jailbreak.

There is no way to do this stock.

If that's ok with you then you need to determine if you can jailbreak. You say iOS 9 so you can do that unless you are actually on iOS 9.3.5. There's no jailbreak for that right now.
