When I open a program and want to click on a selection in that program, as soon as my mouse moves into the area I get the spinning beach ball icon. It is not on the bottom dock so I can't click on force quit. How do I get the spinning ball to stop so I can make a selection?

You can force quit the application from Activity Monitor in the /Applications/Utilities folder. Start Activity Monitor then select the frozen app then click the X in the toolbar I have marked in my screenshot. Then click force quit in the window that pops up.

That will quit the app, but is not going to fix the underlying issue of not being able to use the app. That is likely an issue the app developer will need to fix.

Sometimes it helps to delete the settings "plist" file for the app and restart it.
