I want to be sure I understand your question: are you asking how to stop iCloud emails and photos on your iPhone from transferring via iCloud to your iPad?
 
Yes stopping emails and photos I get in my iPhone which appear on my ipad also if I gave cleared my Icloud inbox they are still there in my I cloud inbox
 
If you don't want to use iCloud on your iPad for Mail and Photos, you can turn them off in your iCloud settings, but is that what you really want to do?
 
Turning off iCloud apps on your iPad only affects your iPad.

Question on my side. I don't share the same iCloud account on iOS devices so this is why I am asking. If someone disables iCloud sync would not this also affect the apps and app data syncing (outside of emails and photos)? I mean say for example I have Notability installed on both iPad and iPhone. If I have disabled iCloud I assume wharever notes I add in Notability on the iPad would not appear on the iPhone and vice versa. And would not the same happen to Apple notes for example?
 
Well, there's turning off iCloud completely, and there's turning off specific apps in iCloud. If you turn off a specific app on a device, it won't sync with iCloud.
