I have a Verizon iPhone 5 GSM+CDMA A1249 that I just put on T-Mobile. I can get "4G," Full bars and can make calls and everything, but I cannot get LTE. I understand that this is because This iPhone's LTE band is different than T-Mobile's (Verizon uses Band 13 and T-Mobile uses band 4) Is there a way I can change the band to band 4 so I can get T-Mobile LTE and not just 4G?

no way to just change the bands as that is a hardware limitation. You would need to get a new device to use T-Mobile's LTE
