I have had messages in the cloud enabled since it was available, and when I got my new phone on Friday, it began trying to sync the messages. I still have huge gaps of missing messages that weren't downloaded (and still aren't). I can clearly see them on my old phone, but some of them are not appearing on the new phone. It seems to be random; some are missing a two-week chunk, some more, some less. How can I force a re-sync of the messages? I researched this before when people were having these issues with iCloud messages, but no one seemed to have a solution at the time.

if you have access to a mac that has yr iCloud ID installed on it you might want to try macOS' iMessages preference "Sync messages" button. there is no such iOS function at this time, and, i think was actually provided on the mac to be sure that messages are synced between mac and iOS devices, but it may be able to trigger unsynced messages to sync on yr iOS device.

I tried "sync messages." I tried signing out of iCloud on all my devices, restarting, and re-enabling iCloud. Nothing works. I'm still missing huge chunks of messages. There is one person I talk to every day, many times a day. Scrolling though her messages, it jumps from last Friday to September 15 to September 9 to August 28.
