The best application for Windows seems to be SnagIT an it cost money. An equally pleasant and more pleasantly still, free! one is Faststone - try a google on Faststone.
Here's info on the keyboard mapping -- it's F14 indeed on external keyboards, but from how I understand the list, there is no key on the MBP's keyboard for this (it doesn't have an F14, does it?):
Another solution would be to use the on-screen keyboard: All Programs - Accessories - Accessability - On Screen Keyboard (I think..?)
However, you'll only want to use this when you want to crop a certain section of a screenshot and not have the entire desktop in there, otherwise the onscreen keyboard will be visible in your screenshot.
I use input remapper. By default it's fn+eject. There also is a free screenshot program for windows I've used before, but I can't seem to remember what it's called. If I remember, I'll post it.
