How to transfer an entire Photos library without using Quick Start from an old iPad to a brand new one

Is there a way to do this easily? I tried Airdrop, but iPadOS shows an error (I suspect because of the 3000+ photos iam trying to transfer).
I want the copy to be identical (retaining albums).

iCloud would be the only way besides Quick Start that I know of.
