In previous iOS versions, this didn't use to happen. But now WiFi and Bluetooth auto connects whenever it wants. I get into my car and Bluetooth connects automatically. I touch home button or power button in the morning to light up the screen to see time and WiFi connects automatically.

How do I turn off WiFi and Bluetooth and it stays off until I turn it back on?
 
In recent versions of iOS, if you use the swipe-up Control Panel to try to turn off Wi-Fi or Bluetooth, they automatically re-enable themselves tomorrow.

Always use Settings, not the Control Panel, to turn off Wi-Fi and Bluetooth on your iOS device, so they won't turn back on when you actually want them to stay off. You can also change Wi-Fi networks to not Auto-Join inside Settings, Wi-Fi.
 
When you click disconnect from wifi from the control panel you'll briefly see this message.

Connected wifi networks and nearby networks (at time of button tress) are disabled for ~24 hours.

Since the iPhone relies on wifi and bluetooth for other features (AirDrop, Airplay, Continuity, Handoff, Mac unlock via watch, HomeKit, etc etc) this feature allows you to disconnect from currently connected and nearby devices temporarily.

An example of a use case, you are connected to wifi at work in the parking lot. The signal is too week to be used well. You can disable wifi but when you get home your home automation devices are able to recognize you are home and act accordingly.

If you need to turn them off completely you can use AirPlay mode or you can turn them off in settings as mentioned.
