Does it correlate to the Vibrate on Ring setting in Sounds? I'm guessing turning off the lock sound(s) option would disable it as well (along with the sound)?

Has nothing to do with 3D Touch. It's for devices with the new Taptic Engine. (Because it can do a lot more varied feedback than the old vibration motor.)
