In iOS 10 beta 3, a new feature is when you lock the screen, besides the locking sound, iPhone vibrates as well. Any way to turning it off? I didn't find it myself.

Does it correlate to the Vibrate on Ring setting in Sounds? I'm guessing turning off the lock sound(s) option would disable it as well (along with the sound)?

Is this for any/every iPhone/iOS device, or just those that support 3D Touch?

Has nothing to do with 3D Touch. It's for devices with the new Taptic Engine. (Because it can do a lot more varied feedback than the old vibration motor.)

I didn't mean it as it being related to 3D Touch per se, just to devices that support it, generally mianly in relation to them having the new Taptic Engine, as you mentioned (just referred to that group of devices in a slightly different way).

Hopefully they include a separate switch for this. I want my phone to vibrate, but it's confusing because I keep thinking I received a notification just as I'm turning off my phone.

Starting to get used to it now, but annoying nonetheless!

Why would you need to turn it off?
1. I think that will save some power to make my iPhone lasts longer.
2. I am interested in that behavior and want to control my phone in my own way.

Settings--Sounds--Lock Sounds

This method also works. The trade off is losing the sound of locking, but give back the phone ringing vibration.

It's a much different vibe than that...

Right? Saving battery by turning off a tiny vibration when you lock the phone is the silliest thing I've ever heard.
Lmao I can't help but agree.

Let's be honest, it's more about not liking change and new things, which is fine but let's not pretend this change is going to affect battery life.

It is too heavy to judge people like "not liking change and new things", especially who is now using a beta software. You are too far away on your point to say so.
