how to upload pic. from PC to iphone5 ?

hi,

i have icloud, and so i have installed icloud client, but if i put any pic. from my computer to photo stream folder, its not coming to my iphone. why ?

but if i take any new pic. on my iphone, it copies to my folder in PC.

whay ? is it only one way ?

please help
