Does any body knows a way to TURN ON mac pro 2009 remotely?
something like IOT gadget, for example or something else

Thereorically, this can be done.
There are wifi controlled power-plug on sales. It can turn-on/off the power supplied to any electric device plugged-in, controlled via wifi.
However, to simulate the power button pusshing on the Mac pro, you would have to hack into both the power-plug and re-wire the power-on switch of the Mac pro itself.
