I read this
Scan popup under Mac OS X realized via Accessibility API, it needs to turn it on in System Preferences ("Universal Access" -> "Enable access for assistive devices" for 10.6).
If Accessibility API is disabled, GD must show error message "Accessibility API is not enabled" in main window status bar when you try to turn on scanning.

but I don’t understand what does “API ” stand for? (abbreviation?)

and

I don’t have "Universal Access” in System Preferences!
where is "Universal Access” for turn on Accessibility API ?

API is an abreviation for application programming interface

"Universal Access” in System Preferences! is now called "Accessibility", still in System Preferences.
However, "Universal Access" is now set, on an App by App basis, in the "Privacy" pane of the "Security and Privacy" System Preferences.
Things are sort of bollixed up at the moment, interface-wise.

Open up the "Security and Privacy" System Preferences, Privacy pane, click the Accessibility button, then the + under the list of Apps that are allowed to control your computer. Choose the App you want.
At least the button has a "-" side now too, so you can take things off the list. Apple forgot that little detail in Mavericks.
