Lets face it. iOS 13 is right around the corner, and a lot of people are expecting this massive shift in how iOS appears and works for the iPad. I don't necessarily buy that. I believe we will see some nice visual changes, but nothing massive.
However, I could definitely be wrong. What if iOS 13 for the iPad is a massive change in how the OS works and its possibilities? I'd imagine Apple would want to push this toward the rest of the iPad units, including the Mini. So...how would this work on the mini? Would features be stripped away? Would Apple implement all the features with the mini? What could possibly be added?

There has been a fair amount of hype around what iOS 13 will be. After a season of "housekeeping" with iOS 12, there is an expectation by some that 13 is going to be "ground breaking". I think they're going to be disappointed.

I would not be surprised to see a clear delineation between the non-Pro and Pro iPads, with the Pro iPads having some Pro-exclusive features. We might even see some features in 13 that will be exclusive to the 2019 Pros.

This is one reason why I'm sitting tight with my iPad Mini 4 and 2018 iPad combo. Given the current state of iOS, there is nothing substantive that the Pros offer for me over the non-Pro models. But in an attempt to stir up Pro sales, I can see some enhancements to iOS being added for the Pro line only. If they did that, I'm sure that I'm not alone in seeing the justification for buying a Pro.

So the Mini 4/5 etc and Air won’t get a look in. For me that’s the only hardware limitation across iPads, I think they’ll let all software implementations work across the iPad ecosystem, Mini through to Pro.

That’s the one thing I’m afraid of since I bought the much cheaper 10.5” Pro. The 10.5” does support USB-A through the camera adapter though, and not just for cameras, so one would hope Apple would extend external drive support to that as well.

What ground breaking feature are you speculating about?
If apple supports external drives, it will be via usb c only. Really can't think of any pro ios feature mini could not support.

I'm not getting my hopes up that there is going to be anything amazing at all tbh. However, what I am curious about is in the event we do see some radical changes if whether or not all of those, not just a few, will come to the mini.

It's even possible that iOS 13 will "dumb-down" the Pros to be more in line with the iPhone. Prior to iOS 12, there were 2 columns on the widget screen in landscape on all iPads. With iOS 12 and later, only 1.

It's even possible that iOS 13 will "dumb-down" the Pros to be more in line with the iPhone. Prior to iOS 12, there were 2 columns on the widget screen in landscape on all iPads. With iOS 12 and later, only 1.

Does it make sense for Apple to just release a new iPad with the latest generation processor and then make the next OS update that’s just around the corner make it seem lacking or limited?

IOS 13 better make full use of the A12X 8 Cores my 11 Pro vs my iPhone 6s Plus always tie when loading website and the that’s not right.
 
I think Apple feels obligated to impress with iOS 13, or they might start losing some customers. People are blowing iOS 13 up like it’s going to be something special. It may just be.

Apple will not have a single issue leaving off a few features just to “point” people toward higher priced, I mean pro devices. :) They’ve done it plenty of times in the past. They even did that with they introduced Siri. Apple said Siri needed the latest and greatest to run. Then people jail broke their phones and ran Siri just fine. My point is, iOS 13 should offer some needed changes. But don’t could on all the current iPads getting every new feature. That would be almost unApple like.

I don’t use the widget screen for much more than checking battery levels but I much preferred the double column look.
 
I'm not expecting anything ground breaking tbh. Perhaps a few Pro only features however I have learned to lower my expectations over the years. Besides my Mini 5 will still do what it already does so I won’t be disappointed.

While what you say may turn out to be true, if Apple does this, however, it would be incredibly short-sighted on their part in the sense they would be making their 2017 Pro line irrelevant, with no guarantees that such a move would register an uptick on the sales of the 2019 and later Pro variants.
 
One of the iOS 13 features that I’m looking forward to is the cross platform iOS and Mac OS apps. One of my most used apps is iOS based. Their Mac OS app is way behind their iOS app. If the cross platform works they way I’ve been told they will be able to port the iOS version to the Mac. This will be great and should save time designing for multiple OS.

Actually it sort of sounds just fine. The basic task of loading a webpage could easily hit the common bottleneck of your internet speed rather than CPU.

I believe so far all iPads including the mini have gotten the same iOS features, except some features here and there have been withheld from older processors (not from smaller sizes). So I think the question is more whether or not Apple will diverge iOS for iPad into pro (11” and 12.9”) and regular (mini, 9.7”, and air). I don’t thinks so, but there’s no telling with Apple.

I’m not saying every current iPad will necessarily have every feature, but the ones that launched with the latest chip just 6 months before the public release?

I guess people who bought Pros are eager for more exclusive features to justify their purchase. Only time will tell how it plays out.
