I've had this iPad Air 4 for about 15 months now. Based on Coconut battery app, I've had 117 cycles and design capacity at 95.5%

Is that about right? I can feel the battery not lasting as long these past few months.

At what stage will Apple replace the battery (I have AppleCare +).

apple will replace the battery if it goes below 80% within a year, as a warranty service.

Because yours wouldn't be considered a warranty replacement, they'll replace it whenever you want - for a fee.

95.5% after 15 months of use and 117 cycles seems perfectly normal.
