I was wondering if its possible to create a hybrid webapp for the iphone based on a website that you dont own..Ive seen a few twitter apps / craiglist variations/etc but Im still not sure if I can create one for a website that isnt mine..can anyone clarify that for me? Thanks.

Depends on the licensing details on the site and how you do it I imagine.
 
I cant find any licensing details on the website in question. However at the bottom it states : all rights reserved.
Does that mean I cant create a hybrid app for that website?

You are asking a very specific legal question about a specific website. I can't answer that and I imagine neither can anyone else here. My best suggestion is to contact the site in question and/or a lawyer.
