Going from a 12 to a new 15 Pro. My friends in IT say to set it up as a new phone, then enter the hundreds of settings that I prefer and import all the apps. I'm told that Quick Start should be avoided because it can carry over problems or glitches and I should get a fresh start?

So do I sit down for a couple of hours to deal with all the settings and data when setting up as new?

Unless you have been having a problem with your 12, I see no reason to start from scratch. I've imported settings from my 6 Plus to my 7 Plus to my current 12 Pro, and have never had a problem.

If, for some reason you think you have a carry-over problem on your new 15, you can always do a factory reset and start from scratch then.

I have always used Quick Start. It's reliable and saves you a lot of work, not just with settings either. Many of your app logins will transfer over too, so you won't have to log in again.
