Resolved I cant been able to scroll down by notification center and scroll up my control center .y ?

I cant scroll down notification center and scroll up control center anytime on my home screen.y is this happening.i am getting it only when my iphone is screen locked

Did you enable notification center and/or control center to be accessible when the phone is locked (from Settings > Touch ID & Passcode and/or Settings > Control Center)? And you are only able to access them when the phone is locked but not when its unlocked?
