I have the latest Catalina and I want to make a USB installer. I am downloading from the app store but it gets to about 90% finished and gives me an error message. There's plenty of disk space.I can't find anything on this sort of problem.

Try another method to download Catalina. I often use the Catalina patcher app from dosdude1
Yes, the intended use is to setup an installer to use on unsupported computers, but it also does a smooth job of downloading the full installer. Quit the app when the download is complete. No need to create the "patched" installer. Just use the downloaded app to make an external bootable installer. That should be successful for you!
