I have to go to Activity Monitor and force quit in Activity Monitor.
Apple+Shift+Escape force quit does not work on itunes12.4.1.6

I reinstalled El Capitan from Repair Boot Mode.
iTunes12.4.1.6 will not quit after re-installing the system.

First Aid REPAIRS NOTHING as usual.

Anyone know what else can be done to iTunes to get it to quit when I command quit?

After reinstalling:
1. El Capitan and rebooting, iTunes12.4 refused to quit, unless using Activity Monitor.
2. iTunes12.4.1.6 and rebooting, iTunes12.4 refused to quit, unless using Activity Monitor.
3. Booting from Safe Mode, then rebooting, iTunes12.4 refused to quit, unless using Activity Monitor.
4. Completely reinstalled from backup 2 days ago my hard drive.

iTunes 12.4 still refuses to quit using the command Apple+Q
iTunes 12.4 still refuses to quit w Apple+Shift+Escape.
I must use Activity Monitor to quit iTunes 12.4.

I have completely erased all data on my fusion drive and reinstalled El Capitan. Following this, I was asked, where do I want to retrieve my data for this newly wiped drive. I chose a CCC backup, and will report the results.

The only solution that worked was to:
Completely wipe the fusion drive
Reinstall El Capitan
Point to my backup and transfer all documents & data.

iTunes12.4.1.6 functions correctly again. Folk's you are playing with fire if you don't have a complete up to date backup.
