I have an iMac with Snow Leopard.
Normally I can right-click and the option to 'Open in a new tab' is there, but it has disappeared and now it's only 'Open link' or 'Open link in a new window'.

Go to safari preferences. Click on tabs. The 1st option is "Open pages in tabs instead of windows:" click on automaticlly.
 
hey i had this same problem on my macbook pro and the problem is your toolbars!!! u need to delete them all...if u say u dont use em then go into applications and delete the folder anyway.
Trust me i rang apple support and they made me refresh my safari and all that crap but it was just the toolbars hahaha
