I had to reinstall Sierra 10.12.6 from Time Machine and now I cannot open Photos app. Holding down option+command keys while opening does nothing.

The message was "Photos cannot be opened because of a problem".

Looks to me like some essential component necessary to make Photos launch was somehow excluded from the TM backup?

It's more work, but I'd suggest that you consider:
1. boot to the recovery partition
2. do an OS re-install from there (yes, another install)
3. see what happens.

OK, I need more info on how to to this.

1. How do I do this?
2. Is the re-install from Time Machine?

When ever I run into problems opening an Application that I know worked in the past is this...
I open the installer app "Install macOS Sierra" in Pacifist and just select and reinstall the app with the problem.
For me this has always worked to solve the error.

I've just created an account just to say thanks for this post, my iPhone was not recognized by iTunes but others did, and if I connected to another computer it was recognized with no problem, I wiped it, I reinstalled High Sierra and a lot many things but this software "Pacifist" did the trick, luckily I had a flash drive with the OS (since it is no longer available as a purchase in the AppStore) ran the installation on iTunes and the problem was solved.
