Okay, so like most people here I am counting the seconds until my iPad gets here (maybe Sat, may Mon, who know).

Here is the question. I work somewhere in the DC area, and WiFi is a NO NO NO, that said as a web designer I have a minimac that is connected to the a network.

So... is there a way to use bluetooth to connect to the minimac so that my ipad will have some data? if not I will cry (a little).

I doubt Apple will have an official way of doing this, you'll need to keep your eye out for apps that allow you to do this. Most likely you will have to jailbreak when it's available to accomplish this.

Minimac? Can you set it up to share its internet connection and then perhaps you can connect via WiFi to that connection... unless I misunderstood and you don't want to use WiFi?

I think you can do that in Snow Leopard and Leopard.
