I have a recurring bug - can I restore?

I have a bug that has been here since beta 4 or 5. When I update any app through app store, the notification badge remains and the circle remains over the updated app. Most other apps will fail to load and I have to restart the phone every time.

My question, now that we're at GM, can I simply wipe the phone and restore from my iCloud backup? Or do I have to wait for the official release of 11?

A 'reset network settings' may solve this, at least it did for me all the time.

Struggling with this since idk iOS8 or iOS9, not really reproducible but happening for me once/twice a year.
Starting from scratch or backup not making any difference, seems to come back every now and then.

Thanks for your reply. I went ahead and put the phone in DFU, restored the IOS from IPSW and then from my iCloud backup. I haven't had any apps update yet, so fingers crossed that fixed it.
