I have a £15 UK Gift Card, but a US Account. (With no money in it)

I wanted to buy the Van Wilder movie but I didn't know if i could use my UK Gift card on the US account. Can I?

You can't.

My best suggestion would be for you to sell you gift card code to someone in the UK willing to purchase you an equivalent US one, which at the current exchange rate, would be just under $30.

Or you can create a UK account, but you can't buy Van Wilder, so that defeats the purpose...
