Is there a way to get programs into the notch area? I don't really care of part of the menu bar is obscured by the notch.

The main benefit of the dock is that it gives you more space for applications by moving the menubar outside of the normal application space. Apps would need to be modified to actually use that space in some kind of enhanced full-screen mode. I usually am interacting with the menus too often to want to get rid of them anyway.
