I have looked everywhere and cannot find it. Target has it on sale right now for $299, but that seems a lot to pay for that old of a processor. I would wait, but I feel like we have heard rumors about another mini for the past few years just to be disappointed. Is there anything reliable or concrete? If not, I am just going to bite the bullet and get another one.

iPad mini I lost my iPad mini 4. Should I buy a new one or wait for a possible iPad mini 5?

There have been consistent rumours that a Mini 5 is coming later this month. It’s looking like it may just be a spec boost, but that is probably worth the wait as buying a new iPad with a chip that’s over 4 years old doesn’t make much sense.
It can't hurt to wait. If you haven't been pressed so far to have a new iPad mini, why not see if there is a spec boost & new design?
I would suggest to wait and see if a new one drops in in during the March event. Else I would go for the $329 ipad.

There’s no guarantee that a new Mini is coming this month, but unless you NEED a replacement right away, there’s no reason not to wait a few weeks to find out.
My iPhone 6 runs like a dog under iOS12 (although better than iOS 11) - I would not spend money on an A8 device in 2019.
I would wait as all the rumours are suggesting that a new one is coming out in the next 2 months.
