I can’t quit the “clock” always on home screen..

Have you tried restarting your iPhone or doing a hard reboot?

Check your accessibility settings. Maybe it’s something in there.

I think you have the clock widget on your home screen and it's not showing the correct time because you haven't set the correct time zone.
You should be able to remove the widget by touching and holding it until a dialogue box appears with 'remove widget' written on it.

I've yet to see a widget that overlaps icons. This looks more like an accessibility thing.
