I set up my refurb imac 24" 2.8ghz and discovered several horizontal grey and white bands on the screen during start up. It's not as noticeable on a photo background but is there when using a web browser with a white background. How common is this? I talked to Apple and they said to send it back.

It's somewhat common. If they said they'll take it back, then take it back unless you absolutely need it. Does this happen every time you boot up the iMac?

Yes it's there all the time. It's most noticeable at startup on a light grey screen, and on the white safari background when I'm surfing. After a bit of google time it seems like there is a lot of people complaining about banding. I'm trying to decide if I'm just being anal. Still Apple has sent me a RMA so I'll probably just send it back and buy locally.

What are the chances of a new imac having the same screen banding problem? I'm wondering if I should switch the refurb for a new one. Any input?

i got a refurb 24" 2.8ghz and it came with a stuck pixel, it got me upset and disappointed and i was almost positive that my replacement was gonna be bad as well,

But i got my replacement and it was perfect.. it's awesome.. i say just get the replacement and hope for the best..
