I have this randomly on my iPad Air. It's happened across mulitple iOS versions. Personally I think it's dust in the device or something wrong with the touch recognition surface. Mine occurs across the whole system (not just Safari) though and a reset sometimes fixes it (which kind of negates the dust theory).
