I have this randomly on my iPad Air. It's happened across mulitple iOS versions. Personally I think it's dust in the device or something wrong with the touch recognition surface. Mine occurs across the whole system (not just Safari) though and a reset sometimes fixes it (which kind of negates the dust theory).

It's not a glitch, it's called gravity!

I've had it happen numerous times in iOS 9. Really drives you crazy when it happens.

Oddly enough, this has been happening to me in Chrome since updating to Sierra.
