Both in my Pictures folder - and large. One for ' Photos ' and one from older ' iPhotos ' ( saying " migrated " ). Do I need them both? Can I delete the " iPhoto " one?

This on my MBP running El Capitain Os.

Like T'hain Esh Kelch said, if you are sure everything migrated over to the new Photos library, you can ditch the old one. But if want to keep it, it is really not using any space like you might think. It uses "hard links" to the same images in the new library so double space is not used. Good article here about it.
