iPhone I want to upgrade my Iphone 5 to 6.1-6.1.2 but not 6.1.3

I want to upgrade my Iphone 5 to 6.1-6.1.2 but not 6.1.3
(This is assuming you have an iPhone 5):
As it has been stated several, several, several times, Apple is NOT signing any of the older firmware, you CAN'T "upgrade" to an unsigned version (some exceptions may apply) only the firmware apple servers give the okay to.
TL/DR: You are stuck with your current firmware, or you can upgrade to the current iOS (6.1.3)

Take the phone back to Apple. Say that the home button sometimes takes 2 presses to register.
My iPhone 4 does that, but its been two years. So I doubt they'd replace it now. :/
im a new iphone user so im trying to understand.
I had 6.0 when I got my phone from my brother in Ireland. 6.1 came out and installed that then installed evasion JB. installed around 10 different jb apps.
im having one issue thats annoying me all the time. many times, exactly when I come to make a call it says "searching" in the left corner. cant find signal and no cell phone name is written. just exactly when I come to use it and many times it will hang like this for many minutes and I have to reboot. I contacted my carrier and we tried some configuring which doesnt help. not sure if its the phone or the sim.
I have another "limited" (almost like a prepaid) line with them on a POS nokia phone that I hold as an emergency line in case my main line doesnt work. when it does searching on my iphone 4, the nokia does work for calls. the iphone never fell/or physically abused and is in mint condition.
My brother kept warning me to upgrade to 6.1.2 which is more stable and that might fix the issue. but I was working so much and didnt have time.
I did see a website where you can download 6.1.2. cant I just download that and then JB? what does it mean apple not signing the firmware? cant I just disconnect from the internet and just install it? I apologize but im new to iphones. im just trying to understand.

you can no longer install iOS 6.1.2, your only option is 6.1.3 right now and that is NOT jailbreakable (iphone 3gs and 4 can get a tethered jailbreak on 6.1.3 though)
when apple is no longer signing the firmware, it means that you cannot restore to the firmware. if you disconnect from the internet, itunes will not allow you to install the firmware, it has to be verified and checked by apple's server
