I'm unable to figure out how. I've installed CCToggles first and couldn't find an option to disable 3G and go to 2G. I then installed CCSettings and that doesn't have an option either. Before jailbreaking, a few weeks back I updated my carrier settings and since lost the ability to go back to EDGE/2G. The only option available now is toggle between LTE on and off. I'm on iOS 7.0.6 and have just jailbroken using evasi0n.
 
Same happened to me when i chose a 4G tariff on the Uk's Network O2.

Thankfully i have both strong 3G and 4G signal where i am.

O2 cannot or will not divulge why their carrier update removed the 3g toggle.

In my case my network is so badly congested that my battery loses at least a couple of hours because of extra battery usage for signal strength. Call drops are also higher on 3G compared to 2G.
 
Im on 3UK, and when i go into ifile and look through the carrier bundle(mobile, library, carrier bundle.bundle) and hit the carrier.plist, theres a switch to add a 3G toggle to the carrier settings in the settings app allowing you to turn it off and on, might have the same options for you?
