iPhone I was told the JB for 11.3.1 doesn't even use Cydia, is this true?

Someone told me you have to side load everything and that it's a crappy jailbreak, and that 10.2 was the last good one. Is there any truth to that?

You're probably thinking of substrate by saurik which is what most tweaks depend on

substrate hasn't been updated for iOS 11, they are instead using comex's substitute, which is a literal substitute for substrate

But 11.2-11.3.1 JB has Cydia included
