Ibooks and iCloud

I have a few pdf and non apple purchased epub books loaded onto my iPad. Are they supposed to sync through iCloud to my iPhone? What am I missing?

I was wondering the same thing since the majority of my books are converts to epub and not from the iBooks store. I have a feeling icloud only handles books purchased from Apple. but hopefully I'm wrong.
