Has anyone been able to use iBooks outside the US with a US iTunes account (or even an non US account)?

Can Americans who travel outside the US download books on wifi when outside the country?
 
Yes.
I live in Canada and I bought a US itunes gift card code off ebay and I have bought a few books from the ibookstore and they work fine here in Canada..

Yes, you need a US account, otherwise you wont be able to access the US Store. Create a new itunes account and redeem that account with a US gift-card. You don't need a credit card to have an iTunes account. And to answer the original question, Americans can travel outside of the US and still use their US account, because no matter where in the world they are, if they need to log onto itunes store.. itunes will prompt them to the US store, as that is where their account is registered
