iBooks samples books not getting push with iCloud

How come iBooks samples books are not getting push to other IOS devices with iCloud?

Is it only full purchases books only in iBooks store?

I am having the same problem. I bought the Steve Jobs book on my ipad and its not under purchases on my iphone. Its not even under purchases on my ipad but I have it download. How do I fix this? Thanks
