So I see Apple has brought this to iOS 9.

This doesn't mean we are required to have 2 step verification enabled, does it? For example, for those of us that do not have 2 step verification enabled, life continues as normal?

It's complicated..

I was just wondering what this meant because it was specifically pointed out in the keynote and I don't see how its different than what we have now.

i think you can now simply press a button on one of your iDevices to approve the login instead of having to wait for a text message to put in the 4 digit code

You can have it sent as an alert to any device you have registered (you select at the time which one).
