I have subscribed to Apple's 200GB iCloud+ plan at £2.99 a month here in the UK for a couple of years now. A couple of days ago, I took a one-month trial of Apple one. Even though I have Apple one, my iCloud+ 200GB plan was renewed today at £2.99, and I now have 400GB of storage. It says 'You have iCloud+ with 200 GB of storage and 200 GB of storage included with Apple One. Is this normal?

Yes. You can get 4 TB that way as well
